In this quote, the author is saying that the only difference between a good man and a bad man is opportunity. If a person has an opportunity to do something that will benefit society, he will respond in a positive way. If he has an opportunity that will cause harm to someone else, he will exploit it. Supporting a bad cause is a waste of a person's potential because the opportunities were wasted.

The same goes for the other way around. If someone does not have an opportunity to do good, he will not have the ability to do good. On the other hand, if someone has no opportunity to do bad, his abilities would have been wasted and without his abilities, the opportunity would have arisen in vain.
